The deliberate generation of fake ad interactions — clicks, impressions, or conversions — to drain an advertiser’s budget or earn a fraudulent payout.

Click fraud and conversion fraud are the two forms that affect paid-search and paid-social advertisers most directly. Click fraud drains the budget at the click; conversion fraud does more damage, because a fake conversion also feeds the bidding model and steers it to buy more of the same traffic.
